CCSA Answers: Components of an Authorizer's Charter School Oversight Fee Calculation

February 20, 2018 Question: Under the Local Control Funding Formula (LCFF), what revenues are included in the calculation of the oversight fee that charter school authorizers are allowed to charge their charter schools? Answer: Prior to the LCFF, the charter school's general purpose entitlement and the categorical block grant were revenues included in the calculation of the authorizer's oversight fee. Under the LCFF, the revenues required to be included in the calculation of the authorizer's oversight fee are:

  • LCFF Base Grant
  • Supplemental Grant
  • Concentration Grant

According to Education Code 47613 (a), "Except as set forth in subdivision (b), a chartering authority may charge for the actual costs of supervisorial oversight of a charter school not to exceed 1 percent of the revenue of the charter school. Education Code 47613(b) states, "A chartering authority may charge for the actual costs of supervisorial oversight of a charter school not to exceed 3 percent of the revenue of the charter school if the charter school is able to obtain substantially rent free facilities from the chartering authority.
