Special Education MOU's Due April 1 for LAUSD charter schools

January 25, 2013 All LAUSD-authorized charter schools will be required to select a new special education arrangement and sign a new memorandum of understanding by April 1, 2013 to take effect for the 2013-14 school year.

The new special education options are as follows:

Option 1: Operate as a true School of the District. The District will retain all of the charter school's special education revenue and collect a fair share contribution, in return for providing all special education and related services to students at the charter school.

Option 2: Operate as a School of the District with some programmatic flexibility. The charter school will receive its share of special education funds, but will pay a fair share contribution. The charter school will be responsible for providing special education and related services to students at the charter school, but will receive some support from the District.

Option 3: Operate independently for special education as a member of the Charter Operated Programs Unit. The charter school will receive its state and federal special education funds, minus a 20% contribution to the SELPA (10% of which will be contributed to support the SELPA administration, and 10% will be allocated to support shared administration and services for the Charter Operated Programs Unit. The charter school will assume responsibility for providing all special education and related services to students at the charter school in the same manner as an LEA for special education.

Schools interested in participating in Option 3 must submit an application to the Director of the Charter Operated Programs Unit no later than February 1, 2013. Application materials are available through the LAUSD Division of Special Education or on the CCSA website. Once your application is approved, you will have the opportunity to sign an MOU for Option 3.

Schools that are interested in participating in Option 1 or 2 are encouraged sign and submit an MOU as soon as possible.
