Improving Special Education Services through a Bay Area JPA

July 30, 2011 Charter leaders throughout the Bay Area are exploring how to create a Bay Area Special Education Joint Powers Authority (JPA) to mitigate the challenges that many schools are facing with special education service delivery.

As schools of the district, some schools are seeking more flexibility and control over Special Ed at their school site. Many are dissatisfied with the quality of services provided by their district and with the funding arrangements with their district. Schools that are LEAs for Special Ed are often looking for greater access to services and ways to more effectively manage financial risk related to Special Ed. A JPA can be extremely beneficial by providing better access to services, pooling of resources and opportunities to share best practices.
