Question: Is there a regulation that stipulates that student progress reports may not be sent to parents through students? Must they be mailed or hand-delivered instead?

Answer: Charter petitions should contain language regarding parent notifications, how they will occur and how frequently. There is no regulation prohibiting students from delivering student progress reports. However, charters that do not use the US mail service or hand deliver official reports should consider a feedback loop from parents to ensure they have received this vital information about their students' progress.
