Start Strong! Building blocks to high-quality schools

The California Charter Schools Association is proud to announce a new series of trainings and resources to help your new school access funds through the Public Charter Schools Grant Program. Sign up now to include this training in your grant application work plan.

The grant program's goal is to encourage the development of high-quality charter schools, focusing on school leadership, operations and performance. Through online resources, webinars, sharing of best practices and in-person workshops, new schools will be able to avoid common pitfalls and establish the practices, structures and expectations that allow for a purposeful and determined focus on student success.

Training dates and topics

The capacity-building series supports schools through the development and implementation of critical operation and performance management practices and attitudes. This is a multi-year series aligned with the PCSGP cycle and more importantly, the specific stage of development of your school.

Topics covered include:

Governance Training (via Webinar)

  • Foundations: Articulating clear, compliant and transparent governing board policies, procedures, and roles and responsibilities (i.e. board's role, director's role, board vs. director, committee duties)
  • The Board: Understanding the expertise needed for a good board, recruiting skilled and knowledgeable individuals, setting expectations through orientation and preparation for success w/ ongoing training
  • Compliance: Conducting an effective board meeting in compliance with the Brown Act (i.e., closed session, the public's rights, sample board minutes and penalties) and California's conflict of interest laws, including charter school-specific regulations, Form 700, and the Political Reform Act
  • Governing: Establishing an effective, stable governance structure, from the school planning stage to charter implementation, via informed, decision-making, purposeful strategic planning, compliance with legal and financial obligations and fund raising.
  • Communication and accountability: Creating a schoolwide culture of learning through transparent communication, financial and student performance monitoring and accountability, and active stakeholder involvement

Fiscal Management Training (via Webinar)

  • Resources: Outlining and explaining the major funding opportunities available to charter schools, eligibility requirements, the applications and estimated funding amounts
  • Allocating resources: Anticipating expenses and ensuring mission-prioritized resource allocation
  • Safeguarding resources: Implementing sound, transparent internal fiscal controls, policies and practices to ensure compliance with laws pertaining to charter school audits
  • Planning for Long-term Financial Stability: Understanding the nuts and bolts of charter school finance and the mechanisms of monitoring school financial health to help charter schools plan strategically for long-term sustainability including: developing a business plan, budget planning, internal controls, dealing with deferrals, monitoring cash flow, loans and financing options, working with a business service provider, building reserves, and preparing for a school audit.

Development of Teacher Effectiveness Measures

  • Models of effective practice: Surveying existing models for teacher effectiveness measures in charter schools
  • Evaluating performance: Learn how schools incorporate student performance measures into their teacher evaluations in a manner that supports and inspires ongoing professional development
  • Capturing and using data effectively: Building and implementing the systems and infrastructure to capture a wide range of student performance data to inform teaching practices.

Full day spring governance, fiscal management and teacher effectiveness institute: March 7, 11 a.m. - 5:30 p.m., San Diego

One day summer institute: July (TBD)


$500 for members, $750 for nonmembers for the complete series including the pre-conference and summer institutes. This is a PCSG allowable expense.
