Value-Added and Experimental Studies of the Effect of Charter Schools on Student Achievement: A Literature Review

A look at how well American students have learned over time. The report includes a comparison of National Assessment of Education Progress (NAEP) scores going back to 1971 shows that the gap between high- and low-achieving students has been shrinking in recent years, and that test scores from 1989 and 2009 were stable in terms of high- and low-performing schools. The report also includes an exploratory section on charter conversions, and finds that test scores look similar both before and after conversion.
